Concerned villages are known as Forest Conservation Villages (FCV) consisting of 200-500 households and village-level CFM committees have been formed. The baseline survey is likely to reveal that not all villages or parts of the village have an equal impact on afforestation and forest restoration activities. This committee is led by a Convener who is elected from Forest Conservation Village (FCV). Member Secretary is a BFD staff who has been nominated by the concerned Beat Officer. Five (5) members, having representation of 1 to 2 women member, is directly elected from five sub-committees (FPCC, SAC, VCSC, FAC &amp; PC). One (1) member is selected from existing social forestry group members. The social forestry committee has to select one member as their representative and another one (1) member is selected from CMC of Protected Area. Where there is no PA, then both of these members are selected from social forestry group members. The structure of CFMC is as follows:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-56d1bc4 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"56d1bc4\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-cbf7f97\" data-id=\"cbf7f97\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-bc9b528 elementor-widget elementor-widget-text-editor\" data-id=\"bc9b528\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>Rules and regulations of CFMC are given bellow<\/b><\/p><ul><li>Implementing Forest Conservation Village (FCV) decisions;<\/li><li>Provide support for preparation of Community Development Fund application using participatory methodologies;<\/li><li>Provide approval to Community Development Fund (CDF) application which is processed from the Finance and Accounts Committee (FAC).<\/li><li>Supervising Community Development Fund (CDF) and Livelihood Development Fund (LDF) and other fund activities as approved;<\/li><li>Approval of all rules and guidelines for implementation of any community development activities and set rules guidelines for livelihood fund management in consultation with VCSC and FAC;<\/li><li>Arranging exposure visits, capacity building trainings etc.;<\/li><li>Assisting FAC and VCSC members for keeping all the accounts and records of the Community Development Fund\/ Livelihood Fund updated;<\/li><li>Signing financing agreements with BFD;<\/li><li>Forming finance, procurement committees, and other sub-committees, and giving them responsibilities;<\/li><li>In the Collaborative Forest Management Committee (CFMC) meeting, member will review the overall progress, prepare plans, approve expenditures, review different sub-committee reports and take new decisions;<\/li><li>CFMC assist BFD in SSP preparation, site selection and plantation establishment &amp; maintenance work;<\/li><li>Calling meetings of the Collaborative Forest Management Committee (CFMC) and Forest Conservation Village (FCV);<\/li><li>The required experience, remuneration, duration of appointment and other conditions of the bookkeepers will be decided by the Collaborative Forest Management Committee (CFMC);<\/li><li>Approve all Final Expenditure Statement (Monthly\/Quarterly\/Half yearly and Yearly) from different sub committees.<\/li><li>In case of any financial corruption in any type of fund, the CFMC concerned can take legal action against the alleged person\/s.<\/li><li>Approval of activities to be carried out by the Forest Protection &amp; Conservation Committee (FPCC), VCSC, PC, SAC and FAC.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-53a40dc elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"53a40dc\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-161a821\" data-id=\"161a821\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-7e4c171 elementor-widget elementor-widget-text-editor\" data-id=\"7e4c171\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Roles and Responsibilities of FPCC:<\/strong><\/p><ul><li><p>Identify and discuss (nature and types of NRs, ESS) and raise awareness about forest resources and wildlife in the village and PA.<\/p><\/li><li><p>Discuss and motivate community about human and natural, climate change factors behind the deforestation and degradation<\/p><\/li><li><p>Involve in collaborative forest management, community patrolling, watching, forest protection and conservation activities;<\/p><\/li><li><p>Protect illegal extraction of forest and wildlife resources and communicate with FD for immediate necessary actions.\u00a0<span style=\"background-color: var(--sufal-color-white); text-align: var(--bs-body-text-align);\">The FPCC is currently working directly under the supervision of the CFMC, and community patrolling and watching work is currently being assigned by their elected Team Leader (TL).<\/span><\/p><\/li><li><p>They will engage themselves in conservation and get livelihood benefits through Plantation, AIGA activities, and community patrolling.<\/p><\/li><li><p>Enhance coordination at local, village and beat level for protection of forest and conservation of biodiversity.<\/p><\/li><li><p>FPCC members will meet on a specific day every week\/ fortnightly or as convenient interval for them. Saving a fixed amount regularly as decided by the VCSC committee.<\/p><\/li><li><p>Coordinate with different stakeholders, forest department officials and development players to ensure their services for the beneficiaries and forest protection;<\/p><\/li><li>Identify forest destruction related issues for improving collaborative forest management activities. Assist other committees as needed so that they can perform their duties smoothly;<\/li><li><p>Members will participate in monitoring of performance and outcomes of forest and biodiversity conservation and protection.<\/p><\/li><li><p>Any other activities as decided by the FPCC or Forest department; discuss forests protection and conservation activities and follow them<\/p><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-24dd8d0 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"24dd8d0\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-be9f2f6\" data-id=\"be9f2f6\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-ba224d1 elementor-widget elementor-widget-text-editor\" data-id=\"ba224d1\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Roles &amp; Responsibilities of VCSC:<\/strong><\/p><ul><li>To provide Revolving Fund loans to FAC, VCSC, PC, SAC and FPCC members;<\/li><li>Evaluate the viability of proposals submitted by the selected household members for Revolving Fund Loans;<\/li><li>Collect the repayment of Revolving Fund loans through FPCC, PC, SAC and FAC<\/li><li>Open one bank account to deposit the group savings and livelihood development fund-AIGA from BFD. Bank account will be operated by joint signature of Convener\/Secretary and cashier. Cashier signature is mandatory in this case.<\/li><li>Holding meetings as often as needed &#8211; at least one meeting every month to discuss issues relating to savings, credit activities &amp; LDF utilization;<\/li><li>Maintain and keep accounts, passbook and record of resolution. Fund wise cash book, ledger book, statement of receipts and payments (Cash flows), statement of income and expenditures, balance sheet, cheque register, cheque book, deposit slips, bank statement etc maintain, prepared and preserved properly by cashier.<\/li><li>Helping members, FAC and FPCC to prepare proposals for obtaining loan to start income-generating activities;<\/li><li>Identify the need for livelihood supports (Training and capacity building, resources and funding, credits etc) operating the bank account;<\/li><li><p>Withdraw money from the bank and disbursed among selected project beneficiary. Helping different Groups to maintain accounts of savings and credit, and Providing monthly, quarterly, half yearly and yearly accounts information.<\/p><\/li><li><p>Maintain the accounts of loan and disbursement; submit monthly report on loan activities to Collaborative Forest Management Committee (CFMC).<\/p><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-bb41ab0 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"bb41ab0\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-a8c1ad0\" data-id=\"a8c1ad0\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-33b4496 elementor-widget elementor-widget-text-editor\" data-id=\"33b4496\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>Roles and responsibilities of SAC:<\/strong><\/p><ul><li>Monitoring and auditing the functions of FPCC, VCSC, FAC and PC committees whether the agreed 10 principles (\u2018Core Values\u2019) and COM guidelines are complied with properly;<\/li><li>Verifying the documents and records of VCSC, FAC and other committees and submit reports to meetings, including recommendations as well as observations to CFMC;<\/li><li>If the SAC finds any anomaly, then it will be discussed in the next SAC meeting to sort out the problem and prepare a report and submit it to the CFMC for further actions;<\/li><li>Verify all loan application, cross check loan register and passbook;<\/li><li>Check whether VCSC documents are consistent with bank statement and genuine bill vouchers are submitted against various sub-project expenses;<\/li><li>Recommending the application for each instalment of Community Development Fund (CDF) and Livelihood development Fund (LDF) after verifying the achievements\/landmark of the completed activities;<\/li><li>Verify group savings, collection and deposit to the bank;<\/li><li>Verify default loan and find out reasons. Two signatories will be mandatory for operating Bank Accounts;<\/li><li>FAC will receive two funds Community development fund (CDF) and Livelihood development (revolving fund) from cost center\/DFO office and then transfer LDF fund to Village Credit &amp; Savings Committee (VCSC) for further utilization;<\/li><li><p>The cashier of Finance Committee will prepare and maintain Fund wise Cash book, Fund wise ledger book, Statement of Receipts and Payments (Cash Flows), Statement of Income and expenditure, Balance sheet, Cheque Register, Cheque book, Deposit slips, Bank statement etc. and preserve those;<\/p><\/li><li><p>All kinds of Bills of expenditure will be preserved by Cashier (Community Development Fund);<\/p><\/li><li><p>Finance &amp; Accounts Committee will execute and supervise the implementation of sub-project infrastructure activities;<\/p><\/li><li><p>Ensure flawless financial transactions always and review the audit report;<\/p><\/li><li><p>Any kinds of transaction above Tk.10,000 done through the bank account.
